Her mother and John Conroy(and Victoria herself) were ALL strong personalities. Her mother and John Conroy were control freaks and had a system -the Kensington System-that she had to out up with until she became Queen.
And when she became Queen she STILL had to put up with it even so. She had shields in the form of Lehzen,her nanny who stayed around until well into her adulthood, and Lord Melbourne.
